In the 13th Five-Year Plan that started this year, the cotton textile industry in China will reduce the overall scale of equipment with the scrapping of old machinery, while the production volume is to be expanded by increasing production efficiency. However, the average annual growth of spun yarn production is 2%, or less than half the 5.4% growth in the 12th Five-Year Plan.

According to the China Cotton Textile Association, spinning spindles are to be reduced from 120 million in 2015 to 100 million in 2020, and weaving machines from 1.18 million to 1.06 million looms. On the other hand, higher production efficiency and value addition are to be pursued by increasing compact spinning spindles from 21.07 million to 35 million, and high-speed looms from 380,000 to 530,000. The share of differentiated yarns made from new types of fibers is to be increased from 6.2% to 9%.Environmental measures continue to be taken, such as reducing total energy consumption by about 4% in five years.

During the 12th Five-Year Plan, production efficiency was improved with the number of workers operating spinning machinery being reduced from 80 persons per 10,000 spindles to about 60 persons, and workers operating weaving machines from 120 persons per 10 air-jet looms to 105 persons.

By area, the average annual growth in the value of investments made in fixed assets was 9.9% for the eastern region, 16.2% for the central region and 22.5% for the western region. It is said that 5 million spinning spindles were relocated from the coastal area to the western region, and 2 million spindles abroad.
